In a major move to improve transparency and fairness in hospital billing, the Central Government is set to roll out a standardized billing format for all hospitals, nursing homes, and diagnostic centers across India.
This new format, developed by the Bureau of Indian Standards (BIS) in collaboration with the Union Health Ministry, aims to make healthcare billing clear, itemized, and patient-friendly.

The proposed billing format will require hospitals to provide a detailed, itemized bill to patients, listing all the charges for:
- Room rent and type of room
- Doctor and specialist consultation fees
- Surgery and operation theatre charges
- Anesthesia fees
- Diagnostic tests and their charges
- Medicines with quantity, batch number, and expiry date
- Medical consumables (e.g., syringes, gloves, catheters)
- Nursing and service charges
The goal is to ensure that patients understand what they are being charged for, removing confusion and hidden costs.

In recent years, many patients have complained about unclear hospital bills. Often, bills don’t include details about the cost of medicines, services, or medical procedures. Some private hospitals have even been accused of overcharging or forcing patients to buy medicines and implants at inflated prices.
This has led to grievances, legal disputes, and even Supreme Court intervention. To fix this, the government decided to act and standardize the billing process across all clinical establishments.

According to officials, the standardized billing format will include both mandatory and optional elements.

- A clear breakdown of all services and costs
- Names and prices of medicines and devices
- Details like batch numbers and expiry dates
- Diagnostic test names and prices
- Readable format in English or local language

- Name and designation of doctors

- Concessions or discounts offered

- Blood group or relevant medical info
This standard format will apply to all hospitals—public and private, making healthcare billing more transparent and uniform across the country.
⚖️ Legal Backing and Supreme Court’s Stand
The move comes after the Supreme Court criticized the lack of standard rates in private hospitals and warned the government to act. If the government fails, the Court has said it may order hospitals to follow CGHS (Central Government Health Scheme) rates.
The Court also addressed another issue—patients being forced to buy medicines, implants, or devices only from hospital pharmacies, often at higher rates. The Court directed all state governments to create policies to stop this practice and protect patient rights.
