Haryana MBBS Bond Policy: 5-Year Government Service or ₹25.77 Lakh Penalty

The Haryana Government has implemented a new bond policy for students taking admission in MBBS courses at government and government-aided medical colleges in the state. As per the Service Incentive Bond Policy, MBBS students must either:

  • Serve the government for 5 years after completing their degree
    OR
  • Pay a penalty amount, which goes up to ₹25.77 lakh for male students and ₹23.19 lakh for female students

This policy aims to encourage MBBS graduates to join government services, fill vacant posts, and improve public healthcare in Haryana.

📌 Who Does This Policy Apply To?

✅ Students taking admission in Government Medical Colleges from 2020–21 onwards
✅ Students admitted to MAMC Agroha (Govt-Aided) from 2022–23 onwards
❌ NRI quota students are exempt from this policy

💸 Bond Amounts (After Fee Deduction)

Government Medical Colleges (GMCs):

  • ₹25,77,090 for male students
  • ₹23,19,381 for female students

Government-Aided College (MAMC, Agroha):

  • ₹21,90,000 for male students
  • ₹19,71,000 for female students

📅 Bond Duration

  • 5 years of government service are required after completing MBBS
  • If students choose not to serve, they must repay the bond amount with interest
  • The policy includes a 1-year grace period after MBBS completion to get a government job

💼 How the Policy Works

  • The bond acts as a collateral-free education loan, signed through a tripartite agreement (Student + Bank + Government)
  • No repayment is needed during the MBBS or PG study
  • If the student joins government service, the state will repay the loan and interest
  • If the student opts out, they must repay the full bond amount themselves

🎓 PG Students and Flexibility

  • Postgraduate study duration will be deducted from the 5-year bond service
  • Students can serve before or after PG, depending on their choice
  • Even private/self-employed students have flexible repayment options based on income

🔄 Switch Options

Students can switch between:

  • Serving the government
  • Paying the full bond in one go
  • Paying in monthly installments

This gives students financial flexibility and the freedom to choose their career path.

🛑 Exemptions

This bond policy does not apply in unfortunate cases such as:

  • Death
  • Permanent disability
  • Mental health-related incapacity
