The National Medical Commission (NMC) has taken a big step toward improving the quality and accountability of medical education in India. On May 10, 2025, NMC released the Draft Framework for Accreditation and Ranking of Medical Colleges, inviting feedback from stakeholders within 21 days.
This framework is designed to assess and rate all NMC-regulated medical colleges through an independent third-party agency, under the supervision of the Medical Assessment and Rating Board (MARB). The framework includes 11 criteria and 78 detailed parameters to evaluate the overall performance and standards of medical colleges.

- Curriculum Implementation and Capacity Building
- Checks how well the Competency-Based Curriculum is implemented.
- Evaluates faculty training, elective courses, academic collaborations, and MEU activities.
- Clinical Exposure, Clinical Training, Internship & Clinical Facilities
- Assesses hands-on clinical experience in key departments like Medicine, Surgery, Community Medicine, and OBG.
- Measures OPD/IPD numbers, lab and radiological investigations.
- Teaching-Learning Environment (Physical, Psychological & Occupational)
- Evaluates availability of libraries, labs, skill labs, and digital tools.
- Focuses on the physical and mental well-being of students and staff.
- Students’ Admission, Attainment of Competence & Progression
- Looks at NEET-UG and NEET-PG ranks, progression to higher studies, and attainment of clinical skills.
- Human Resource & Teaching-Learning Process
- Measures faculty strength, qualifications, attrition rate, academic contributions, and professional awards.
- Assessment Policy (Formative, Internal & Summative)
- Evaluates how assessments align with CBME standards.
- Includes formative assessments, support programs, and feedback mechanisms.
- Research Output and Impact
- Considers research publications, citations, impact factors, funded projects, and patents.
- Financial Resources (Recurring & Non-recurring Expenditures)
- Analyzes spending on teaching resources, faculty development, infrastructure, and sports facilities.
- Community Outreach Programs
- Reviews implementation of Family Adoption Programs (FAP), diagnostic camps, and community engagement.
- Quality Assurance System
- Checks the presence of a structured QAS, including lab and hospital accreditations, and safety protocols.
- Feedback and Perception of Stakeholders
- Gathers feedback from students, staff, and alumni about teaching, facilities, and career readiness.
📊 Scoring System and Evaluation
Each criterion has a clear operational definition, with qualitative and quantitative parameters, weightage allocation, and scoring rubrics. Colleges are expected to provide supporting documents, and during assessments, faculty and students will be interviewed to validate the information provided.
The system also captures:
- Digital tools and audiovisual setups in libraries.
- NEET scores as a proxy for college reputation.
- Faculty’s contributions to national and international conferences.
- Effectiveness of remedial programs based on internal assessment results.
- Details of expenditure that support quality education.
