Haryana Introduces Unique Pregnancy ID to Prevent Illegal Abortions and Improve Maternal Health

In a bold move to fight illegal abortions and improve maternal healthcare, the Haryana government has announced a new policy: every pregnant woman in the state will now receive a Unique Pregnancy ID linked to her digital health records.

This new step, approved by the State Task Force under the leadership of Sudhir Rajpal, Additional Chief Secretary of Health and Family Welfare, is aimed at tracking pregnancies in real-time and addressing gender-based sex selection and female foeticide, long-standing issues in the state.

📲 What is a Unique Pregnancy ID?

  • All pregnant women will have to register during their first trimester, preferably before 10 weeks, with a local ANM (Auxiliary Nurse Midwife) or at a government health facility.
  • Upon registration, the Reproductive and Child Health (RCH) portal will create a unique pregnancy ID for each woman.
  • This ID will store personal and medical information, including Aadhaar number, address, and pregnancy details, and will be accessible during all prenatal visits.

🎯 Why This Matters

This system will:

✅ Help prevent gender-biased abortions
✅ Monitor pregnancies in real-time
✅ Ensure access to maternal healthcare schemes
✅ Enforce transparency in ultrasound centers (which must now verify the ID before any scan)

Officials believe this move will help reduce illegal terminations, especially in areas with a known history of female foeticide.

⚠️ The Bigger Picture: Fighting Gender Discrimination

The move comes at a time when 13 out of 22 districts in Haryana have reported a declining sex ratio at birth (SRB). In 2023, the state average fell to 910 girls per 1,000 boys, the lowest since 2016.

To combat this:

  • 300 abortion centers had their registrations cancelled for non-compliance
  • Four nursing homes were sealed for illegal abortions
  • The number of authorized sellers for abortion kits was cut from 32 to just 5
  • Health officials who failed to take action were disciplined

The state has now made it mandatory to register every pregnancy and investigate terminations after 12 weeks, especially when the couple already has daughters.

🩺 Doctorpreneurs and Digital Health

At The Doctorpreneur Academy, we believe this is a powerful example of how digital health records, technology, and policy reform can work together to improve maternal health and promote gender equality.

Healthcare professionals and clinic owners should begin preparing for digital integration, especially if similar pregnancy tracking models are adopted in other states.
