In a major move that impacts the medical community of Delhi, the Lieutenant Governor (L-G) has officially dissolved the Delhi Medical Council (DMC) over serious allegations of irregularities and abuse of power. The decision comes after the Delhi Health Department highlighted issues regarding the unauthorized extension of service for the DMC Registrar, Dr. Girish Tyagi.
What Happened?
According to the L-G’s order, the DMC extended Dr. Tyagi’s retirement age from 60 to 65 years without getting approval from the Delhi government. Later, they gave him an additional one-year extension from December 2024, again without official clearance.
When asked for clarification through a show cause notice, the DMC stated that Dr. Tyagi had resigned—but did not address the unauthorized extensions, which led to him serving over five years beyond the usual retirement age.
The Delhi Medical Council Act, 1997, under which the DMC operates, was allegedly violated during this process. The L-G stated that these actions exceeded the Council’s legal powers.
What is the Delhi Medical Council?
The DMC is a statutory body established in 1998 to:
- Regulate modern medical practice in Delhi
- Maintain the official register of licensed doctors
- Hear complaints related to medical negligence and professional misconduct
- Enforce the Code of Ethics for medical practitioners
It is the only official body in Delhi that handles such responsibilities for doctors.
What Happens Next?
- The Health Department has been asked to start the reconstitution process of the DMC, which should be completed within two months
- During this interim period, the Directorate General of Health Services (DGHS) will handle the Registrar’s duties
- Two ex-officio members of the DMC will continue to serve on the Council until it is reformed
Allegations Beyond Tenure Extension
This move is also linked to earlier complaints involving financial misconduct and unauthorized continuation in office by senior DMC officials, including its president and vice-president. A letter from the Health Department in March sought details on these concerns after a complaint from the Northwest Delhi MP
Dr. Tyagi, in response, stated that the matter is in court and that he had sought permission from the Delhi Government for his extension.
