In a significant move aimed at enhancing the safety, well-being, and working conditions of medical professionals across India, the Supreme Court has constituted a National Task Force (NTF) to address pressing issues in the healthcare sector. This 15-member committee, comprising senior doctors and government officials, has been entrusted with the responsibility of framing actionable recommendations to remedy concerns regarding the safety and dignity of healthcare workers, with a focus on preventing violence against them.
The Mandate of the National Task Force
The primary goal of the NTF is to prepare a comprehensive action plan that addresses two critical areas:
- Prevention of Violence Against Medical Professionals and Ensuring Safe Working Conditions: The NTF will work on creating a framework to prevent violence in medical establishments, which has become an increasing concern. This involves ensuring security measures are in place, particularly in high-risk areas such as emergency rooms and Intensive Care Units (ICUs), where the likelihood of violent incidents is higher. The plan includes:
- Security Enhancements: Installation of baggage and person screening systems at hospital entrances, preventing the entry of intoxicated individuals (unless they are patients), and training security personnel to handle crowds and distressed individuals.
- Infrastructural Improvements: Development of separate duty and resting rooms for male and female doctors, and nurses, and a gender-neutral resting space. These rooms must be secure, well-ventilated, and equipped with basic amenities. Additionally, access to critical areas will be regulated through biometric and facial recognition systems, and CCTV cameras will be installed at key locations within the hospital premises.
- Grief and Crisis Counselling: Employing social workers trained in grief and crisis counseling at all medical establishments, and conducting workshops for healthcare staff on handling such situations.
- Employee Safety Committees: Formation of safety committees composed of doctors, interns, residents, and nurses to conduct quarterly safety audits. The inclusion of safety measures as a criterion for hospital accreditation by the National Accreditation Board for Hospitals & Healthcare Providers (NABH) is also part of the plan.
- Police Presence in Medical Facilities: Establishing police posts in hospitals, proportionate to the size and capacity of the facility, to enhance security.
- Providing a National Protocol for Dignified and Safe Working Conditions: The NTF is tasked with ensuring that all medical professionals, from interns to senior residents and nurses, have dignified and safe working conditions. This includes:
- Prevention of Sexual Violence: The NTF will ensure that hospitals and nursing homes comply with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. This includes the formation of Internal Complaints Committees, organizing sensitization programs, and ensuring a safe working environment for all healthcare workers.
- Emergency Support: Establishing a 24/7 helpline for medical professionals and providing emergency distress facilities in every medical institution.
The Task Force Composition
The NTF is composed of esteemed professionals from the medical field and senior government officials. Members include Surgeon Vice Admiral Dr. Arti Sarin, Dr. D Nageshwar Reddy, Managing Director of the Asian Institute of Gastroenterology, and Dr. M Srinivas, Director of AIIMS Delhi, among others. These experts, alongside ex-officio members like the Cabinet Secretary and the Home Secretary of the Government of India, bring a wealth of experience and expertise to the table.
The Road Ahead: Timelines and Implementation
The NTF is expected to submit an interim report within three weeks and a final report within two months from the date of the Supreme Court order. This swift timeline underscores the urgency of addressing safety concerns and improving the working conditions for medical professionals across the country.
